A closer look at my firewall rules found a rule that got processed first was conflicting with my outbound UDP firewall rule.

(First rule matched, wins)

 

So, re-doing the firewall rules order fixed it and now my non-44 links now connect via netrom.

 

I am still looking for anyone who has a copy of the STARTNOS variable list.
