[nos-bbs] Remote "Permission Denied"

Maiko, et al:

F8COJ and I have successfully configured a NETROM connection between us. 
I can connect to him, look around, enter ping, NR, and other commands on 
his system. However, he gets "Permission Denied" when he tries to 
anything. He hasn't added my call in any other files on his system. What 
could be different between the two systems that would cause this?
