There is no compile time option, it's always there.

Charles, what do you mean, no response ?

I know there is a user privelege in ftpusers (ie NO_LISTS option)
that gives a no permission error if any particular user has it
set.

or you simple don't have the port set to use it, ie at jnos console :

    ip hport <port> on | off
