[nos-bbs] Traditional BBS network forwarding

I've had our systems connected to AMPRnet for a while.  But we'll soon be
adding connections to BBSs on the traditional BBS hop-by-hop network.  I'd
be appreciative of recommendations or pointers to information on best
practices for areas, rewrite files, etc.
