[nos-bbs] Forwarding with FBB

That is indeed a very familiar problem while forwarding between JNOS and
FBB.

Back then I did sort of 'solve' the problem by initiating the forward from
my JNOS system, as then it actually always did go well and still does.
However, if the FBB station does connect my JNOS BBS via Telnet; indeed the
error....
There were indeed no problems while forwarding with an FBB forward partner
while connecting over Radio using AX25. But, as all radio links here in the
area, except for local traffic, are broken, there is only Telnet or setting
up AXIP links left.

I'm still running an ancient compilation of JNOS 1.11f on top of DR-DOS
here.

I did disable FBB compressed in the settings, but it is still in the
compilation.
I want to upgrade the system, but still didn't take the time to do so.
Also as I still need to sort having Borland C++ 3.1 installed on a system
again, with the installation floppies (!) still somewhere packed in a moving
box.
