[nos-bbs] Packet mail

Hi Maiko,

For emergency communications, I want to avoid a problem where a large file 
that comes in through the internet port then can tie up the RF port and load 
down the packet system to an unusable state. I don't think there is a way to 
put a size limit on mail files destined to RF ports.
