[nos-bbs] removing stale tty lock files

If it indeed was a zombie, I could 'mv' the lock files to another name
and they would continue to be used by the zombie process. And then the
new process could go ahead. I'm pretty sure the devices would be closed
at that point, and be openable (nice word eh) by the new process.

Let me look around abit, perhaps the locking stuff needs an update :)

This may very well be a very rare occurance, I would not go and start
changing all my scripts just because of this. I just checked, and I've
never removed any of the /var/lock files before I start my JNOS. It's
always worked fine for me and I've been running it for over 10 years.
