[nos-bbs] verifying operation of ports

I don't believe SNMP will tell the status of the TNC.  If I'm wrong, please
explain.

Maiko's new MRTG support would do exactly this.   Hmmm.   Could we
somehow tie that into a watchdog script that would send email, turn on
a siren or launch a rocket if the throughput exceeds preset limits.
