[nos-bbs] BIDs not being transmitted

When I send a bulletin on my BBS the BID is not transmitted when that
bulletin is forwarded along.

The message is originally transmitted to my BBS as 'SB DX @ ARL
$ARLD046'.  When that message gets forwarded it look like 'SB dx @ arl
< w4otn .'.  Any ideas how to remedy this as downstreams BBSs aren't
seeing the BID that's included in the R: line that goes along with the
message.
