[nos-bbs] aprs transmissions changes character encoding.

Some aprs transmissions are changing the character encoding of the screen
with monitoring.

Prompt is changing, etc.

This is very annoying as I have to restart jnos to correct it

I don't know or this is caused  by mic-e transmissions.
