[nos-bbs] JNOS telpac new 'forward.c' file on website

Perhaps some of you folks would post final results of this type on the 
winlink2000 reflector. Otherwise, there has been no traffic as of late 
on that site. I do realize that just having the reflector tends to 
temper (some of) the more extreme viewpoints on the other winlink group.
