You could get away with not sending those bits if you made an assumption based on the callsign. There has to be a callsign, right? So if the callsign prefix is K, W, N or A then assume its the US set of grids and just send the necessary bits for the exact location. 
You need a table for each ITU prefix and the assumed set of grids. 

Want it all? Even that DX?  Have a one bit flag. Set one way the flag says to assume a set of grids based on ITU callsign prefix. Set the other way, make no assumptions and all location bits need to be present.
