I've run APRS with milliwatts on high altitude balloons, however
those have fantastic line-of-sight to "everywhere" so even if you're
getting less than 25% success rate to any given receiver, there's
probably still enough OTHER people receiving you, or heck 10%
success rate will probably still get at least ONE good position
report to SOMEONE every 2 or 3 transmits.<br>

For my own car use I've never needed more than about 5W, but I've
similarly never treated it like I need to get 100% of my packets
through. If you thought APRS was supposed to get through 100% of the
time, you probably don't understand APRS, nor the purpose of the
AX25 UI frame upon which it sits.<br>
