There is already a great community which I started some time back at: <a href="https://plus.google.com/communities/110102047032570810174" class="">https://plus.google.com/communities/110102047032570810174</a>. It only requires a minimum of admin in general, and with a few contributing admins, spam can be kept to a minimum. A specification needs revision control, version numbers, etc. A wiki is a free for all.
