You cannot connect a normal TNC to a tablet as it has no standard
USB port (There are exceptions I believe).

has TWO USB ports. One is micro-USB (normally used for
charging/external power) and the other is an honest-to-god
full-size USB 2.0 port.

Actually most tablets DO have USB ports, but they are often buried
in multi-pin ports along with other functions and require weird
proprietary cables to break out the USB connection alone. The
real issue, however, is "do drivers exist for the proposed
external device for iOS or Android?".

The Winbook, being an actual Windows machine can used any driver
that runs on a "real" Windows computer (i.e. Win 7 or Win 8.x). I
currently have mmSSTV, the UZ7HO Sound Modem, UIview, APRSpoint,
FLdigi, EasyPal, MixW, Digipan, MapPoint and Topo North America
running on my Winbook, along with drivers for numerous
USB<-->serial dongles, GPS devices, etc.
