I would suggest something like google docs, or, just a .rtf or other
more generic formatted text format stored on one of the opensource

Do you have any plans to unify all the little text and html files into
one updated standard document?
Maybe the effort could be crowdsourced by using a wiki to collect the
content of the existing files in a structured way (and with revision
logging), and then be revision locked by you into _the_ standard,
version 1.3?
Of course, this is just a naive suggestion. I can imagine there are
better ways to specify a communications protocol (but please don't let
it be MS Word and/or an unmaintainable PDF file).
