My community of around 100,000 folks is split into villages. Each
village has a few CERTs. Our operating plan is for the CERTs to
handle their neighborhood needs and then meet at a village muster
point. A ham would meet them at the muster point to relay
information back to the community EOC.

A further thought is to take damage pictures with cell phones or
cameras. They would be transferred to a laptop / net book and sent
back to the EOC.

I haven't looked into how to do the picture transfer. One
possibility is EasyPAL on 70 cm to attain a higher transfer rate.

Just thought I'd toss this into the discussion since it is a viable
use of digital cameras for damage assessment. A base assumption is
that the internet will generally be down, although the EOC may have
a satellite or a hardened connection.

Additional thought on how to handle this would be appreciated.
