First, the IGate must be gating Internet to RF.<br>
Second, it will, by default, only gate to RF messages for stations that
have been "recently" heard "locally" via the RF. Typically "recent" is
30 or 60 minutes, and "local" is either directly heard or possibly 1 or
2 digi hops away.<br>

I know I run a receive-only IGate which gates RF to Internet, but has
no transmit capability. Beacons from the RF will show up on APRS-IS,
but messages from APRS-IS will not be delivered to the RF (yet).<br>

Same trouble here. Maybe the local igate has to spesific allow the sender.
