If the weather format would be extended to add fields, then all receivers would need to be updated to parse the additional fields, fit them in their database schemas, etc. This is not a good path, as this obviously would not be the last time fields are added. With telemetry packets, each transmitter may specify whatever measurements they need, without the receivers needing modifications to parse them.
