[aprssig] New Weather Zones go into effect 18 March 2025

Tomorrow, on 18 March 2025, new National Weather Service (NWS) warning boundaries will go into effect. In order for NWS alerts to continue to be properly displayed on your APRS client (if available), new files must be installed. These files are:

 - County Warning Area Boundaries - https://www.weather.gov/source/gis/Shapefiles/WSOM/w_18mr25.zip
 - Coastal Marine Zones - https://www.weather.gov/source/gis/Shapefiles/WSOM/mz18mr25.zip
 - Public Forecast Zones - https://www.weather.gov/source/gis/Shapefiles/WSOM/z_18mr25.zip
