If the station is the same -callsign- (disregarding SSID), it could.  One place we see a lot of this is with the Kenwood radios filling up with NWS messages (no ability to filter in the radio) and then rejecting all messages after the limited message list is filled.  It was considered, early in APRS, that two stations using the same callsign but different SSIDs might be able to reject messages addressed to the other station.  Don't know if anyone ever implemented this but if that is the situation in your case, see if you can capture the TOCALL in the header of the reject message to identify the "offending" software/hardware.

Does the full message queue also explain why a non-recipient station replies with a rejection message?
