Rather than struggling with APRS101.pdf, I would recommend a more gentle
introduction called "Understanding APRS Packets" found in the "How APRS
Works" ( https://how.aprs.works ) collection from the APRS Foundation.  This
is in a format which is easier to follow, with more modern details, and many
examples of what not to do.
