Of course changes to the core spec require a full process. No argument there. However...
By carefully examining the existing datagram spec, one finds that The Founders thought ahead. There is something called "User Defined" and "Extensible" to search up. They can be leveraged to deliver data even if there is no predefined structure for that data.
That is what the PropNET project used quite successfully.
I say again, APRS is far from antique. It is a viable yet largely unpainted canvass upon which applications can be built using an all-amateur radio infrastructure ("RFONLY") if desired or can leverage the Internet as well.
Restrictions include: personal vision and commitment to develop. :-)
