[aprssig] OGN data forwarded to APRS-IS

In case you're wondering why APRS-IS peaks at around 300 packets/second 
today, instead of the usual ~100 packets/second, there's someone 
forwarding aircraft data (mostly Flarm) from the OGN network to the 
APRS-IS.

I hope it stops, I've emailed him. In the northern hemisphere summer, 
during glider peak season, OGN pushes 1000-1500 packets/second, it'd be a 
bit more difficult.
