[aprssig] Davis Vantage Vue and RF APRS

I had a friend who made an adapter to connect in the back of the display console. There was some kind of authentication or handshaking that required adding an EEPROM to the adapter and getting the correct contents loaded into the EEPROM.
I initially attempted a similar project, but ended up giving up and using a WeatherLink Live to get the data to the internet, then pulling the data down to my APRS node to send over RF.
