47 CFR 15.5(b) :
(b) Operation of an intentional, unintentional, or incidental radiator is subject to the conditions that no harmful
interference is caused and that interference must be accepted that may be caused by the operation of an authorized radio
station, by another intentional or unintentional radiator, by industrial, scientific and medical (ISM) equipment, or by an
incidental radiator.
47 CFR 15.3(o):
(o) Intentional radiator. A device that intentionally generates and emits radio frequency energy by radiation or induction.
Part 15 regulates intentional radiators - things that generate and emanate radio energy
are not radio *stations*. This non-interference rule distinguishes clearly between Part 15
radiators (such as a LoRaWAN tracker) and an "authorized radio station" (such as an amateur
radio station).
A LoRaWAN tracker is no different than the remote temperature sensor on a 915MHz Part 15
weather station.
