[aprssig] OT: Enhancing Digital Pictures

I have a need to have a very old digital picture "restored/enhanced" similar to what can be done to old traditional photos.  In this case the picture is of less-than-stellar quality in its native condition.
Is anyone aware of a service (or person) who may be able to assist with that (at a fee, of course)?
