[aprssig] Consecutive Packet Send

TX bursts are effective for conventional p acket, but not for APRS.

My APRS activity is mobile with the Kenwood radio front panel display.
If a digi was to dump the last 5 posits in one burst, all I would see  on the
front panel of the radio is the last one..
