APRS101 P63 "Positionless weather report [...] The weather report must
include at least the MDHM date/timestamp, wind direction, wind speed,

Alternatively, especially if you don't know the TIME EITHER, you could
(ab)use position ambiguity - transmit a deliberately vague position -
implemented by replacing low-order lat/long digits with spaces:

! . N/ . W_.../...g...t077
