[aprssig] HF APRS igates on fldigi

I've noticed that the IP portion of FLDigi is a bit finicky. I'll make changes and save them and after restarting the application, the old info is still there. Also, starting and restarting often puts it into a "Not Responding" scenario for a while. It's crashed a few times while making IP changes but nothing to bothersome...
I wish I could be of help in the coding department. I am a limited python scripter at best...

> The TCP-to-virtual-COM-port solution might be preferable, as Fldigi has the annoying habit of requiring you to "start" the listening KISS TCP socket, and then it will only accept one connection. So, if you lose the TCP connection to Fldigi for any reason, you have to open Fldigi's configuration dialog, unlock the I/O tab, stop the KISS port, start the KISS port again, and relock the I/O config.
