[aprssig] APRS-IS: frames bypassing server filter

This has always been a mystery to me. 

The default behavior of an IS to RF IGate station is to transmit only:
- "messages" (special APRS meaning) addressed to someone recently heard
locally over the air, and
- a position report from the sender of the "message."

You can send filter specifications to the APRS-IS server to request
additional types of packets but there does not seem to be any way to reduce
the amount of stuff it sends to the IGate station.

This is a sample of what I get when not asking for anything special.  All of
this arrived in the few minutes it took to compose this message.

All of it gets thrown into the bitbucket because the default IS>RF
configuration discards it. 
It is a complete mystery why all this stuff is coming from the APRS-IS
servers when I did not ask for any of it.

Lynn's explanation doesn't make sense to me.   Perhaps one of the APRS-IS
server authors could provide some insight.
