[aprssig] APRS: IoT via Ham Radio

I was confused as the USGS water data is readily available and accessible.
I use it all the time in the summer to see which rivers are flowing best
for float trips in missouri.

That said, there are many places where there could be more sensors; lots of
rivers and streams aren't monitored via satellite, and instead by eye as
needed during floods.
