[aprssig] GPS Epoch Rollover Findings

Garmin GPS12, firmware 4.57 copyright 2000, definitely not "DEAD" but 
thinks it's Aug 1999. Kinda annoying that SO SOON after the previous 
rollover they would release a device that can't handle the next one, but 
hey I haven't used it for years, it's so old it doesn't even do maps.

Time and position are good, once it eventually syncs, but DATE is wrong 
and can't be fixed in menus. I guess it may still be useful if I want 
1PPS, or NMEA which I can fix after-the-fact.
