I used to use Winoncore 12 software for gps testing and if I recall correctly it had some simulation capabilities built in. It's still available for free download at <http://www.synergy-gps.com/index.php?option=com_content&task=view&id=163&Itemid=115>.

A lot of the older handheld Garmin GPS units had a simulator mode where you could basically set a course and speed and away it would go. Pretty sure it output the NEMA stream in that mode.
