Ours does for just that reason.  We're trying to keep noise out of the
system, not users (club members or not).

As for 38 kerchunks ... nah, probably not that many.  If you ordered
the list by the most used CTCSS tones, you'd probably have it in fewer
than 5 kerchunks most places.  That I've seen, there are few areas
that appear to have coordinated tone choices.  Dunno if that's just
lack of foresight or the general breakdown in the coordination
process.  It seems like there should be a mathematical way of choosing
tones to allow frequency re-use and limit the number of distinct tones
to a fairly small number (hell, I bet if you looked though Motorola's
archives, you'd find that they "solved" the problem 50 years ago ...).
Even given all that, I'm pretty sure a list of all repeater tones in
use would show that they aren't randomly distributed.
