[aprssig] How to Send to the APRS IS

Questions about aprs.fi's handling and labeling of packets are better 
posted to the aprs.fi google group.

Although I suspect it's related to the frequency of the packets and the 
relatively small change in position.  To a computer analysis, this could 
look like GPS jitter and not actual motion. But only Hessu can say for sure.
