It would be insanity to change it to knots at this point. The standard in weather packets is mph, though admittedly there is a mistake in the extension section where knots is mentioned. There are tens of thousands of weather clients out there that use MPH, to change the meaning of the fields already implemented will compromise the data greatly.
As Bob points out this only pertains to what is transmitted and it really doesn't matter if it is knots, m/s, mph, or furlongs/fortnight, as long as well all know what it is. And we have all known what is is and so it must not be changed.
