[aprssig] Hybrid APRS

So the Electron 3g board from particle.io <http://particle.io/> is ardunio.   So teaching myself that.   They have an assest tracker library but it only supported lat/lon..  with higher resolutions having speed/heading is important as well.   Using the gps library from adafuit but not getting the data.  Only getting lat/lon/altitude/gps sat number.  It has to be statement related but haven’t had time to work on it.
