[aprssig] APRS balloons during 2017 eclipse

There are likely to be a large number of APRS-equipped balloons launched
along the totality path next August.  Many balloon groups are planning STEM
education flights for this unique opportunity.  One advantage of flying in
the lower stratosphere is that you don't have to worry about cloud cover.
