[aprssig] Call signs

This is definitely outside the spec as far as I've read it.  But some of 
the newer APRS-IS client applications don't seem to force the MYCALL 
setting to all upper case.  Anything that goes out over RF in AX.25 is 
constrained to upper case only, unless it is wrapped in a 3rd party packet.
