[aprssig] WXBOT APRS weather forecast robot updates

The APRS weather forecast robot WXBOT has been updated to now recognize
City,ST and will return a forecast for the requested city.

Send an APRS message to WXBOT with the desired city and state.  The city
and state must be separated by a comma, and the state must be the standard
US Postal Service abbreviation.

Example forecast requests:

Boston,MA
Houston,TX Saturday
Coeur D Alene,ID Tonight full
Honolulu,HI current

If the program does not recognize the spelling of the city, it will return
the forecast for your current location.  Forecasts are only available for
US locations.
