Is it possible to put up an IGATE converting the PSK-31 to APRS-IS ?

We need a "skimmer" converting a predefined package and inject this to  
APRS-IS.
Is it possible or even wanted to go from VHF APRS frequency and IGATE  
back to PSK-31?

Position and messages would be great.
