The way I say, "APRS" is 2 modes.  When initially introducing, I would spell it out, "A.P.R.S".  and thereon forward,  I'd say how we say "Capers" but, w/o the "C"

o   As   A-P-R-S (individual letters spoken)?

o   As "ape-irs"  (with the first syllable sounding like a hairy monkey?)

o   As "app-irs" (with the first syllable sounding like a small program for a 
smartphone?)
