No. Your options are:

- using the OBJECT or ITEM packet formats, which carry a more relaxed 
'name' of the thing in the payload
- just putting it in the comment as it is, if you just need to conform 
with a legal reguirement. It won't be automatically decoded and shown 
instead of the source callsign by any  receiving software, though.
