I think Scott's analog SSTV cam board would be the perfect fit for this.   Wire 
it's FM-audio out to an FM transmitter and you are good to go. It's been flown 
on numerous balloons already.  The thing is about the size of a naked-board 
security cam.

The real issue would be what band and frequency to listen on.  I have had my 
APRN SSTV + APRS auto-receive operating on 446.0 in central Michigan 
(Lansing-East Lansing area) for the last three years, since I moved from SoCal. 


[The so-called national calling freq is so dead in central MI (or anywhere 
outside the south-eastern Detroit/Ann Arbor area) that I hear an average of one 
call every three or four weeks here.    I intentionally placed my Echolink node 
and the APRN gateway on 446.0 to try to scare up a little activity]
