The reason was that Google Maps terms of service say Street View may not
be shown alongside a non-Google map (such as OpenStreetMaps).
As a temporary measure I disabled OSM support, since it was quickest and
easiest to do that, to get the service back up with a good certainty.
Because a lot of folks depend on OSM maps being more accurate in their
area, I'll get OSM back online one way or another. One idea is to simply
hide/disable the Street View features completely if you select OSM map
tiles. I'll check with Google if that's OK, since I'm now in contact with
them over email regarding this matter anyway. There might be additional
changes needed, such as using non-google geocoding (address search), and
reverse geocoding (showing address respective to a station's coordinates).
One option is to have a non-Google variant of aprs.fi running alongside
it, as a backup. That'd be quite a lot of additional work for me to
maintain.
https://developers.google.com/maps/terms 10.1.1. h:
(h) No Use of Content without a Google Map. You must not use or display
the Content without a corresponding Google map, unless you are explicitly
permitted to do so in the Maps APIs Documentation. In any event, you must
not use or display the Content on or in conjunction with a non-Google map.
For example, you must not use geocodes obtained through the Service in
conjunction with a non-Google map. As another example, you must not
display Street View imagery alongside a non-Google map, but you may
display Street View imagery without a corresponding Google map because the
Maps APIs Documentation explicitly permits you to do so.
