[aprssig] next beta build #33 of YAAC ("Yet Another APRS Client")

Greetings, all.

And another build of YAAC is available, upgradable from existing installations of YAC or downloadable for new installations from the usual places:

Changes and updates include:

1. fixing the breakage a previous build did for running YAAC on the Raspberry Pi platform.

2. fixed being able to send weather data from a station not symbolically identified as being a weather station (using Positionless Weather Report messages).

3. added a preliminary version of a "health monitor" for real-time status monitoring of selected local stations (as in, "Are they still working?").
