This is one of those things were technology catches up to the problem. When I wrote the weather cgis there was no way for me to find out the timezone of the requesting browser. Now there is. 

Here is a test page, I’d like everyone (especially those outside the US) that can to check this URL.

This will say the number of minutes from UTC (javascript is opposite other conventions, if you are -5 hours it should say 300. Then will be two two graphs, first the new one with the offset and then the old one without. 

Let me know if anyone has a fail with this. Also, I welcome any comments if this should be the default. Do you think because I’ve shown UTC for so long it will confuse people to suddenly have it appear local? Obviously the text that now explains it is in UTC would change to explain the new time.
