[aprssig] APRS device identifiers (tocalls.txt)

APRS+SA version 2.50 is the most recent version on the air, APS250, and
author Brent KH2Z has stopped development (a earlier version was 2.27,
APS227).  Stephen is right about those maps being too old now, but APRS+SA
is still the best/handiest client application for keyboard-keyboard APRS
messaging, still makes a good IGate, and still has some more nice features.
