[aprssig] Software author lists

There is an eye-chart at http://wetnet.net/~we7u/aprs_capabilities.html 
that doesn't seem to have author information.

http://info.aprs.net/index.php?title=Software is another list that just 
links each out elsewhere.

I'm thinking about compiling a list of currently active APRS authors so 
that I can quickly remind myself of who is working on what when the 
information isn't included in their tag line.
